FACTORY FARM MORATORIUM: AB-2764

Harris Ranch concentrated animal feeding operation (CAFO) - Coalinga, CA

AB-2764, introduced by Asm. Adrin Nazarian and Asm. Alex Lee in February of 2022, would’ve imposed a moratorium on the construction of new and expanding factory farms and slaughterhouses in the state.

Animal rights, human rights, and environmental justice advocates across the country have long been advocating for similar legislation in various parts of the country. In 2021, Oregon state legislators introduced a moratorium on mega-dairies. In 2022, Iowa House Representative, Art Staed, introduced House File 2305, a CAFO moratorium.  This has also been introduced at the federal level in Senator Cory Booker’s ‘Farm System Reform Act’. The FSRA featured a moratorium on factory farms which served as inspiration for AB-2764.

The ‘No More Factory Farms’ campaign has been endorsed by the California Democratic Environmental Caucus, The San Francisco Board of Supervisors, The Sunrise Movement, and the Physicians Committee for Responsible Medicine. The bill was never given a hearing due to immense pressure from the agriculture lobby. You can learn more about why this legislation is needed by clicking here.
